School Year 2025-2026 EXPRESS Program Eligibility Requirements

Aloha Parents and Guardians:
The Hawaii State Department of Education (HIDOE) is continuing to expand subsidized county bus passes to include middle, intermediate and high school students statewide. To qualify for the EXPRESS program, students must meet the following eligibility requirements under Hawaii Administrative Rule (HAR) § 8-27-5:
Be actively enrolled in a HIDOE middle, intermediate and high schools; and
Attend their designated home school (Geographical Exceptions do not qualify); and
Home residence is 1.5 miles or more from the student’s school within their public school attendance area.
The 1.5-mile distance is measured from the student’s home address listed in Infinite Campus to the
school’s initial public access point, not to the main office.
This program is offered as a courtesy to support families, but it is not a mandated service. Due to
the high volume of applications, EXPRESS HOLO cards may take between 20-25 business days to
arrive at your student’s school after the application is processed. Please plan accordingly.
